Hi Ravin' Ray! Thanks for your message. Yes, it can be re-uploaded; but since the image is of a magazine cover, it can only be fairly-used on an article about the magazine itself. If you really want to use the image, why not email the magazine and ask if the cover can be used elsewhere (remember, it must be able to be used beyond Wikipedia and commercially) - most people are reasonable and will try to help.
