We require this information to verify that the image is legally usable on Wikipedia, and because most image licenses require giving credit to the image's creator.

Okay. I suggesting putting a note somewhere on your userpage here (and/or there) that that account belongs to you and there is a legitimate reason to have both (see WP:LEGITSOCK for the list of reasons), so a question like this doesn't appear again. I just want to tell you that I nominated it for speedy deletion, since there is already a draft, which I was accepting, of higher quality than yours. Also, you didn't provide attribution, so it's technically a copyright violation. I just wanted to tell you that so the next time you try to make an article on a tropical cyclone, you'll check to see if there's already a draft on it.
