Walkie Talkie and theory

Recently on my friends Walkie talkie. I have been going to channel 33. I have found it very interesting and mysterious. On the channel there is always static that becomes louder when I face towards where Russia would be. The static ends after about 3 minutes of static. Then comes back on after about 5 seconds. I think that this might be the buzzer. So the static is the beeps that occur, and then when it talks the Walkie can’t handle it so, it turns off the voice. I also think about the buzzer, that it is an emergency channel and the talking is saying the area that emergency is in. This is not a definite answer but it close enough.
